There is clear panishment/discrimination of Associate Professor/Readers in Prof. Chadda Committee Report. Prof. Chadda have degraded/humilated the Reader in light of following. 1. The basic salaries of Lecturer, Reader and Professor was in ratio of 1.0 : 1.5 : 2.05 and 1.0 : 1.68 : 2.045 in 5th Pay commission implemented w.e.f. 1.1.1996 and 4th Pay commission implemented w.e.f. 1.1.1986, respectively.

Basic salary on 1.1.2006 (As per Prof. Chadda’s Report) will be

Lecturer/Assistant Professor 15600 + 6600 = 22200

Reader/Assistant Professor 15600 + 8000 = 23600

Professor 37400 + 1100 = 48400

in the ratio of 1.0 : 1.06 : 2.16 for the Lecturer, Reader and Professor, respectively.

Have Prof. Chadda done justice with Readers in his report or he has humiliated them?

2. Govt. of India have put the following scales of 5th pay commission

(i). 8000 – 275 – 13500/

9000 – 275 – 9550/

10325 – 325 – 10975/

10000 – 325 – 15200/

12000 – 375 – 16500/

12000 – 375 – 18000/

into Pay band 3 where the yearly increment was less than Rs. 375/= PM and end salary was maximum of Rs. 18000/ and below.

(ii). 14300 -400- 18300/=

15100 - 400 - 18300/=

16400 – 450 – 20000/=

16400 -450 – 20900/=

14300 – 450 – 22400/=

18400 – 500 – 22400/=

All into new Pay band 4 where annual increment was Rs.400/= PM and above.

Readers/Associate Professors were in scale 12000- 420 - 18300/=

having higher annual increment of Rs. 420/= Thus, Readers/Associate Professors scale does not match exactly with pay scales of Central Govt. Employees in 5th Pay Commission. Readers/Associate Professors scale has similar end pay and higher annual increment (Rs. 420/=) than those pay scales which have been put into Pay Band 4 ( as in cases of Rs.14300 -400- 18300 and 15100 - 400 – 18300}. Only their starting basis was little less. So Prof. Chadda have considered the negative points and omitted the positive point of the Readers/Associate Professors scale and have bunched them in Pay Band 3.

Consequence: Reader with longer experience will be getting salaries equivalent to new lecturers and ratio of basic salary of Reader and Professor will be 23600 : 48400 i.e. 1.0 : 2.05 whereas this ratio was 1.0 : 1.37 and 1.0 : 1. 21 in the 5th pay commission implement w.e.f 1.1.1996 and 4th pay commission implemented w.e.f. 1.1.1986. In view of above, Readers/Associate Professors are feeling humiliated.

Request with Government (Chairman UGC, Hon’ble Minister HRD, Prime Minister and UPA chair person)

1. In light of above, please honour your own revision of 6th Pay commission recommendation and put the Reader/ Associate Professors in Pay band 4 as you have done in case of Central Govt. Employees inorder to save the humiliation of Teachers. 2. If you are not considering this you are requested to demote all the Readers/ Associate Professors on the post of Lecturer/ Assistant Professors and humiliate them to fully.

The present Chadha pay commission is highly discriminatory and full attention has been given only for the benefit of Lecturers and Professors. Readers have been ignored in every respect. It seems the committee is weak in calculation otherwise it would not have happened like this which is unfortunate.

The present pay scale for Reader recommended by Chadha commisssion is shameful and humiliating and not accepatable at any cost.

This pay commission by Prof. Chadha is not acceptable to readers at any cost. It's shame for the our dignity and honour.

Looks Chadha committer did not understand the basic philosophy of Academic ethics. Readers and Professors working hour is same. But the see tha anomaly in giving them salary.

Also Direct recruit readers come after a minimum of 20 yrs of experience in R & D sector. At the end, what they got, A lectures salary. A lecturee with simply Masters degree now get more salary than a Reader. How Chadha justified this.

With this, how can you attract good brains to impart their knowledge. Chadha report must not be accepted and reffered to another committee with real sense.

Chadha committee report is highly descriminating. There is a large difference in pay packages of readers and professors. This will cause frustation amongst readers. It should be rectified. A freshly appointed lecturer and a reader with years of experience at same pay level- disgusting

The comments by the worthy Reader show a lack of understanding of how individual scales are to be worked out in a given PAY BAND, which in the case under discussion is PB-3 Rs 15600-39100+ Rs 6600. The fact that three scales of Asstt Professor, Asstt Professor (Senior Scale), and Asstt Professor (Selection Grade) are put in the same BAND (PB-3 Rs 15600-39100+ Rs 6600)does not mean that the starting point for all of them is the same in the given Pay Band. Where a given scale begins in tne given Band is determined by the Grade Pay of a Scale. An Asstt Professor will get Rs 18,600 + Rs 6600 = Rs 25,200 as starting Pay. An Asstt Professor (Senior Scale) will get Rs 22,320 + Rs 7600 = Rs 29,920 as starting Pay. --GURKIRPAL SINGH SEKHON

PAY BAND 3 should be read as Rs 15,600-39,100 + GRADE PAY for proper understanding of Gurkirpal Singh Sekhon's comments. Asstt Professor's Grade Pay is Rs 6,600. Asstt Professor(Senior Scale)'s Grade Pay is Rs 7,600. Asstt Professor(Selection Grade)'s Grade Pay is Rs 8,000. All of them will have different starting salaries as shown by Gurkirpal Singh Sekhon.

Without going into the merits of the recommended Grades, here is what one can expect to get.

Designation Pay in the Band Grade Pay Total Asst Prof (S-19) 18,600 6,600 25,200

Asst Prof Senior Scale (S-21) 22,320 7,600 29,920

Asst Prof* Selection Grade --- 8,000 ---

Associate Prof 39,690 8,700 48,390 (Senior) 37,400 8,700 46,100

Professor** --- 11,000 ---

Senior Prof (S-30) 51,850 12,000 63,850

For Asst Professor (Selection Grade*), and Professor** there are no parallel scales in the I.A.S. heirarchy, but for Professor, interpolation between S-29 and S-30 would suggest a starting pay of between 44,700 and 51,850 plus grade pay of Rs 11,000 making a total of between Rs 55,800 and 62,850.

Such interpolation for Asst Professor Selection Grade or Associate Professor is difficult to hazard, because we can suggest a lower end of of S-22 at Rs 23,720 + Rs 8,000 as grade Pay, but the upper end of the spectrum will carry us into Band 4.

Bombshell of anomalies in Chadha Report

Readers are denied their Legitimate right of Pay Band 4 for the existing pay scale 12000 – 420 -18300. Readers will suffer most and it is the only position which is degraded. Chadha evolved a new il(logic) of conversion of existing pay scales 12000 – 420 -18300 to Pay Band 4 for UG Principals and the same existing scale 12000 – 420 -18300 to Pay Band 3 for Readers. The same is elaborated as follows

Grade Scale Pay Band Pay Grade Pay S-24 14300-400-18300 PB-4 37400-67000 8700 S-25 15100-400-18300 PB-4 37400-67000 8700 Readers 12000-420-18300 PB-3 15600-39100 8000 S-28 14300-450-22400 PB-4 37400-67000 10000 S-29 18400-500-22400 PB-4 37400-67000 10000 Note 1 College teacher has same maximum and high increment as that of S-24 and S-25. Then why College teachers are in PB-3. Note 2 Why S-28 and S-29 are in same Pay band and Grade Pay despite lower of S-28 is much lower than that the lower of S-29.
