Is this project totaly outsourced to IBM or IBM is just developing the soultions. Operation of such a portal with constantly updated information is massive task. If govt officers are going to do that, i don't think it will do well. May be instead they should place bids and outsource the individual operations. Also when they say connecting the rural areas, do they mean some e-biz kind of thing. Like people in rural areas trading there goods etc.. Then its really huge.
