UGC 6thPay Commission Report Chadha Committee

UGC pay commission report by All India Federation of University & College Teachers' Organisations given Proposal for Pay Review Committee SUBMITTED BEFORE THE 6TH PAY REVIEW COMMITTEE BY THE ALL INDIA FEDERATION OF UNIVERSITY & COLLEGE TEACHERS’ ORGANIZATIONS (AIFUCTO) New Delhi; on, 15-4-2008The University Grants Commission appoints a Committee to Review the Scales of Pay of the Teachers in the Universities and Colleges. AIFUCTO would urge Prof. Chadha Committee to bear in mind the following broad principles while formulating its proposals for the 6th UGC pay scales for university and college teachers:

  1. Parity of college and university teachers with at least Group A Officers of the Central Government in pay scales, allowances and perquisites
  2. Incentive for contribution to teaching and extension on par with research
  3. Resolving the anomalies in the V Pay revision ,particularly that relating to the date of implementation of C.A.S
  4. Implementation of new scales w.e.f. 1.1.2006
  5. 100% Central Assistance for the implementation of the revised pay package for 10 years
  6. Mandatory, uniform and simultaneous implementation of the new package throughout the country

As per chadha committee report NEW UGC PACKAGE

QUALIFICATIONS The minimum qualification required for the appointment of lecturers should remain as good academic record with 55% marks at the PG level or “B Grade” in the seven point scale where grading system is followed. The candidates should also have cleared the NET conducted by the UGC/CSIR or similar tests accredited by the UGC.

Chadha Committee Report - Anomalies

It is disheartening to note that the recommendations of Chadha committee contains lot of anomalies and is being condemned, rightly though, by everybody. There was not need to blindly follow the pattern of Central pay bands in recommending pay revision for college and university teachers.

Teaching is a different profession and hence it can be treated differently. No one would have objected if the committee recommeded a middle band between 15,6oo - 39100 and 37400 - 67,000. For ages there have been three different layers in the profession, with three different pay scales. where was the need to at one stroke undo all that and unduly hurt the sentiments and social and economic status of a section of the teachers? was it just becuase they lacked a representation in the committee?

Even now it is not late to add one more pay band and call it 3-A meant for Assistant Professors (Selection Grade) and Associate Professors.

On the other hand, including them in band 4 means heavy burden on the government and also on the private institutions engaged in hihger education sector. It will ultimately mean a higher fees for students and make education unaffordable for large sections of society. this will defeat the very objective of making higher education inclusive and affordable.

A pay band that can be considered for Assistant Professors (Selection Grade) and Associate Professors is Rs 26,500 - 53,000 with a Grade Pay of Rs 8,000.

Hope the anomalies will be set right at the earliest amd the package is made attractive and acceptable.

The Chadha Committee report needs immediate revision in it before the UGC has given approval in it. It s a gross injustice being done to the Assistant Professors (selection Grade) and Readers as well to put them in the 15000-39000( PB3) reducing them to a Grade II or III services. The Pay revision report bears zero merit and reflects negative experiences on the status of the highly qualified teachers of the Colleges and Universities. Therefore, I suggest, before the outburst of the teaching community, the UGC may kindly give a new look into it and may consider a new pay band for the Assistant Professors (selection Grade) and Associate Professors at a reasonable Rs. 32,000-62,000 with a grade pay of Rs. 10,000, to give justice to this great body of teaching community. This will then be justified in proportion to the scales given to Principals and Professors (37000-67000).

The Chadha Commiittee Report should be outright rejected since it bears utter discrimination to a great body of college and Univ. teachers by placing them grade III service category. It is quite objectionable to accept a scale between 15,600-39000/ for the Readers -cum-Selection Grade lecturers that might even be less than equal to that of the earlier revision in 1996(5th Pay revision). The present revision bears zero merit and reflect negative experiences on the part of the Chadha Committee. I suggest a pay band may be considered for Assistant Professor(Selection Grade) and Associate Professors at 32000-62000 with a Grade Pay of Rs 10,000 and nearly so, to give justice to a huge academic working force of the nation on whose the lion's share of higher education has been entrusted.

prof. Chadha's really put the lower & middle-class teaching ftaternity into a big & deep "GADDHA" by its biased & partial recommendations in the name of removing anomalies of 6th pay commission pay-scales for university's teaching employees.i call upon all teachers fraternity to rise to the occasion and fight agaist the injustice done to us if ugc appoves the committee's recommendatios in toto. A Mass reprentation to this effect should be put forward to ugc to protest agaist such discriminations made in the recommendations.

Injustice to Assistant Professors

I agree with the injustice done to Asst Professors. Govt should ensure justice, otherwise I request some Teachers’ Assn has to take immidiate step and reject this UGC report. I REQUEST ENTHUSIASTIC FACULTY WHO IS WORKING AS ASSISTANT PROFESSOR TO TAKE INTIATIVE AND START NATIOWIDE AWARENESS TO GIVE REPRESENTATION TO GOVT.It is too much now.Teachers are taken for granted. lECTURER - 8000 Basic become 15600 + 6600 = 22,200 Senior Lecturer - 10000 Basic becomes 15600 + 7200 =22,800 Assistant Professor - 12000 becomes 15600 + 8000 = 23,600 Professor - 16400 becomes 37400 + 10000 = 47400 the difference in old basic are 2000, 2000, 4400 the difference in the new basic are 400, 600, 24,200 What a great and marvelous pay offer it is!

Yes I also agree that the Chaddha committee has done injustice to the Readers of University.One who are working as a reader in a University,not only having a minimum of five years of teaching/research experience,but they also assisted the entire time like other teaching faculties. Then why this type of partiality? So this anomality can be solved and placed the readers into a wise possition alongwith other teaching fraternity.

Great injustice done to Readers by Chaddha Pay Review Committee

The recommendation of Chaddha Pay review committee has done a great injustice to the Readers by recommending PB-3 for them. Government has already given PB-4 with GP of 8700 to the pay scales ending at 18300 with annual increments of 400. Reader’s pay scale ends at 18300 with a superior annual increments of Rs 420. By recommending PB-3 to the Readers, Pay review committee has downgraded the Readers position which is pivotal in teaching profession because of their experience and age. This anomaly could only be resolved by placing the Readers in PB-4 (Basic pay 37400) with GP of 8700 as has already been given to UG college Pricipals (Pay scale 12000-18300).

Explicit orders to remove V PRC anomalies & promotion to Senior Professorship

Professor Chaddha and his associates need to be heartily thanked for creating the post of Senior Professor in a university for those who have spent 10 years as a Professor. I request, however, that with this legitimate honour a small incentive of few extra increments may also please be granted by the UGC, MHRD and Cabinet, if missed to have got a mention by Prof. Chaddha, and this should be extended to all those who have completed 10 years consistently as a Professor and nothing is known against their character and academic conduct. This will be the minimum courtesy from the MHRD to honour this highest qualified position under the Govt. of India who builds up and shapes the able human resources with ultimate conclusive advice through this noble profession to carefully and graciously command different spheres of the whole nation. I further feel indebted to the PRC for the redressal of previous PRS anamolies and granting CAS promotions from the date of eligibility with arrears from 01.01.1996. This has been a long due justice to the sufferers, as their redressed salary arriving at on 01.01.2006 will now be considered for fixation under the new UGC pay scale to be announced under the Sixth Pay guidelines. Explicit orders to this effect may please be issued in order to avoid any confusion/inadvertant discrepancy in this context at the local level. Further, I do agree with Professor Chaddha that teachers’ periodical appraisal and emphasis on the maintenance of discipline, morality and sense of integrity should be the part and parcel of the new pay package. Thanks for a historically remarkable recommendation by true academicians for true academicians.

UGC VI pay revision

I retired as a Selection Grade Asst Professor in September 2007 after serving in that cadre from 1991 and now, I am condemned to remain where I had been all these years by the latest UGC pay revision. It is a real insult and a gross injustice to deny people like me PB-4. And the change of retirement age may mean nothing to people like me who have already retired from service (at 58). Therefore,denial of at least PB-4 scale of pay will be a double blow. Will the UGC take note of it and do justice?

THIS MUST BE STRONGLY OPPOSED. gOVT SHOULD GO FOR time-bounded PROMOTIONS RATHER THAN INTERVIEW BASED CAS PROMOTIONS.

What about a person joined in 1997. Scale Implementation was in 2000. State Govt. dening their Arrears in Sate Managed Institutions in Punjab.

I think it is 100% in justice to place Readers in the pay scale 15600-39100. The readers should be placed in PB4. In my openion Chadda forget his past days when he was a reader.We the college teachers have to simply reject the proposal of Chadda

Honorable Chadhha ( read Gadhha) committee have cheated the teaching community and made disgrace to low and middle level teachers. The teaching community should figtht together to get their due salary before UGC takes any decision on this matter.

Worst UGC Report in the history

Prof Chadha and his report have sown the community of teachers that it is Professors alone who are involved inshaping the talent and identifying the potential and making citizens shape to deal with the problems of the world. The Pay Scale of 12000-420-18300 of Readers and Lecturer Selection Grade is kept in PB3 whereas similar pay scale of Principals is in PB4? what criteria are involved in such discrimination. Does he know that a person once appointed will remain inthe same pay band for 17 years? The promotional avenues are riddled with incompatible qualifications for both Reader at University and Colleges. The Reader in Colleges slog for 18 hours a week whereas in University he spends 12 hours and does research work with all the facilities and a independent laboratory. In a college a Reader is not given such facilities and yet times ridiculed for asking by the management, be it private or Government. Therefore it is pertinent that UGC atleast now apply its mind and keep the Reader/Lecturer (Sel. Grade) inPB 4.

The Chadha committee report submittwd to the UGC is far short of the expectations of the teachers communityin respect of salary scales allowances and benefits and also in bolstering astrong system of higher education in the country.It is a very feeble note of acceptance of teachers in to the B Group of epmloyees.It has left the space and place for the bureocrates to lead the civil society.. There is hardly any thing in the report that can cause the attraction among the men and of talent and quality with such pay scales and position.

Tragic that very senior Govt. & private college Readers with 15 to 18 years in the grade & 35 years of total service, those who were placed in Rs.14940/- on 1.1.1996 are to get less than 50% of University Professors. Prof. Chadha should have known better that Readers in colleges stagnate for 15 - 20 years and retire. The committee has done terrible injustice to very senior Readers who suffered great agony & anguish because professor posts were withdrawn by UGC from coleeges. Hon.UGC chairman, Hon.Minister must intervene. We expect Madam Gandhi to kindly order that Readers with 15 years or more of seniority should be given Professor grade pay. Otherwise , thousands of very senior Readers will be despondent & seriously demoralised.

It is real truth. Prof chadda has taking in justice role about selection grade lecterur. I think prof Chadda chang his neglecting role and positive rolr about s.G.lecterur. oterwise so many teachers shoude be loss thirs carrier. I request to Prof Chadda use common sense and think again this report. There is no excuse.

But what about the persons who have joined institutes after 01.01.1996. In our case we have joined in 1997. Where as the implimentation of the pay scales was held in 2000. We have been denied our Arrears by State Govt. eventhough our's is a State Govt. Managed Institute.

Noooooooooooooo consideration. Engineering Colleges of Punjab state.

fixation of retirement age varies in universities and colleges ; vaious states adopt different norms in age.every ugc prc refers to this and recommends uniform norms in all states.as usual the central govt. or mhrd.pay no heed and just ignores this suggestion as routine formal utterance.will the aifucto wakeup atleast this time and urge the govt.to frame/move a special resolution for uniform fixation of retirement age for college teachers allover india?

Govt.seems to be deplorably indifferent in resolving 1.1.96 issue even after Hon.Kerala High Court judjement in favour of affected teachers and a subsequent contempt petition still pending;further,Dr.chadha himself has made a strong recommendation in his report to redress this long pending issue.we must make it clear,that unless this anamoly caused by the 5th comsn.rsolved teachers allover India should outright reject 6th UGC pay.We can get due justice to our affected brethren only by this way.we hope AIFUCTO and MUTA would rise to the occassion and act.

ugc vi pay panel report

I am a college lecturer, retired from service last academic year. Before retiring in Sep 07 I had been a Selection Grade Lecturer (Asst Professor) for more than 15 years. I had reached the maximum scale in 2003 and drew 2 stagnation increments also. Now, I still find myself condemned to stay where I had been for more than 15 years. Could there be anything worse than this in a person's career. People like me who were fixed in the scale of 14940-420-18300 on 01-01-1996 must be given PB4 scale of 37400-67000. Anything less is gross injustice. As a teacher, who has retired after putting in 34 years of service, I think the latest pay panel report has completely ignored the existence of hundreds of teachers like me.
